コーデックス特別部会へのアピール

　最初の遺伝子組み換え作物が商業栽培されたのは1996年のことです。以来、わずか数年の間に生産と流通は急速に拡大しました。その短い期間のうちに、遺伝子組み換え作物の食品や環境に対する危険は現実のものとなりつつあります。
　私たちは今、１遺伝子組み換え稲の開発をやめさせよう、２遺伝子組み換え大豆の国内作付け運動をやめさせよう、３消費者の知る権利、選ぶ権利が守られる表示制度の実現、４コーデックス委員会を市民のものに、という４つのスローガンのもとに遺伝子組み換え作物に対する運動にとりくんでいます。私たちは、遺伝子組み換え生物・食品の国際的な基準を後追いで整備すること自体に根本的な疑問を感じていますが、コーデックス・バイオテクノロジー応用食品特別部会に対して、以下の見解を示します。

１．すべての基準を貿易のしやすさに置くのではなく、環境・生命の安全を最優先する国際ルールを策定すること。

２．遺伝子組み換え技術の商業利用は慎重に行うべきであり、現在、コーデックスで安全基準・表示規則等の論議をしている遺伝子組み換え生物・食品については、開発や生産、販売などを凍結すること。

３．凍結措置をとるまでの間、遺伝子組み換え生物・食品については、厳密な分別流通と追跡可能性（トレーサビリティ）を確保し、流通しているものには正確な表示を全面的に実施すること。

４．生物や細胞、遺伝子などへの生物特許を禁止すること。

５．安全基準は遺伝子組み換え生物・食品の“実質的同等性”に基づくのではなく、開発側が安全性の挙証責任を負う、予防原則に立脚したものにすること。遺伝子組み換え微生物利用食品ガイドライン案は凍結すること。

６．遺伝子組み換え生物・食品に関して策定されつつあるコーデックス基準については、上限基準とするのではなく、最低でも満たされるべき基準とすること。また、より厳しい基準が各国に存在する際、それを非関税障壁にはしないと確認すること。

７．本特別部会の運営にあたっては、公正で透明性を確保した議事運営を行うこと。

Concerning the 4th Session of the Joint FAO/WHO Food Standards Programme Codex Ad Hoc Intergovernmental Task Force on Foods Derived from Biotechnology

To: All the participants in the meeting of the 4th Codex Ad Hoc Intergovernmental 　Task Force on Foods Derived from Biotechnology

We are opposed to genetically modified foods. In 1996, the first commercial farming of genetically modified crops (GMOs) began. Since then, the amount of production and marketing has been increased rapidly in just a few years. Within such short time, our concerns about GMOs give harms to foods and environment are becoming reality.

Let us 1. stop the development of GM Rice, 2. stop the domestic planting of GM Soybeans, 3.establish a labelling system which protects consumers' rights to know and choose, 4. make Codex Task Force in hands of citizens/consumers. With such four slogans, we will keep protesting against GMOs.
We have a fundamental doubt about the development of international food standards on foods derived from biotechnology or traits introduced into foods by biotechnology under such circumstances. We , therefore, have the following demands to the Codex Ad Hoc Intergovernmental Task Force on Foods Derived from Biotechnology.

1. Establish an international regulation that prioritises safety of life and environment protection before the trade considerations.
2. Suspend all the development, production and sale of GMOs during the process of elaborating standards, guidelines, or other principles. The commercialization of genetic modification has to be carefully controlled.
3. The GMOs that are currently on the market should be labelled properly. Moreover, strict segregation and traceability should be required at all times.
4. Patenting on life forms, cells and genes should be banned.
5. Safety assessment for GMOs should first of all be based on risk management applying the Precautionary Principle. The concept of Substantial Equivalence must not be the end point of a safety assessment. 　　　　
Moreover, consumers expect strict liability regimes before GMOs are approved. Suspend the planned guideline on foods using GM micro-organisms.
6. The Codex standard on GMOs that may be established should be applied as the lowest level of requirement rather than the upper limit. It should allow each country to set stricter regulation if needed, and it should make sure that regulations should not be taken as trade barriers.
7. The Task Force on Foods Derived from Biotechnology should apply a fair operation practice an transparency during the proceedings.
